The general public and the mass media. If a live alien is found, put him on national TV. If a dead alien is found, make all information about it a matter of public record and make the body available for examination by multiple entities, including (but absolutely not be limited to) government agencies. Same for an alien space ship.
Conspiracy theorists and UFO fanatics will claim that the government already has this and is keeping it all secret. I disagree. It would be easy to prove me wrong.
