Yep. IMHO They're letting Cersei get the first punches in, next Dany hits back. Also Dany having her forces weakened moves her closer to getting past the Jon bending the knee thing and working with the North

Guess she's seen her death in the flames and there's something in the visions that leads her to believe it will be in Westeros.

She correctly foresaw the Bolton banner falling from Winterfell; she just was wildly wrong about the context.
