I thought it kinda looked like the Sorcerer's Hat from Fantasia. I guess they were going full SW, though. I just didn't see it until you point it out.

I've seen bits and pieces of TCW because my kids watched it so I do know some characters but not all. What is this characters name?

Yep, that's what I thought as well. Or she could be Mon Monthma. She has to play some type of significant role at some point, IMO.
