The U.S. Military Now Has the Money It Needs to Prepare for Climate Change

NOT ALWAYS A HOAX. Climate change isnít just an environmental or political issue ó itís a defense issue, too. And despite President Donald Trumpís skepticism on climate change, Congress is making sure the Department of Defense is ready if (or when) our worst predictions about climate change come true.

On Monday, President Trump signed into law the John S. McCain National Defense Authorization Act for Fiscal Year 2019. The $716 billion military spending bill funds the militaryís operations, everything from the nationís nuclear weapons programs to a pay raise for troops. It also includes funds to help the military prepare for climate change.

PRIOR PREPARATION. The military spending bill splits its focus on climate change across two areas.

The first involves preparing the militaryís installations for climate change. According to the bill, the military must create special mitigation plans for any new installations that could be affected by floods. It must also incorporate the National Academies of Sciencesís (NASís) climate-change research into any plans to design new buildings or modify older ones. The bill also expands the militaryís authority to improve critical roads on the outskirts of bases that a rise in the sea level or recurrent flooding could render impassable.

The second area involves preparing the military to deal with the consequences of Arctic ice melt. As this ice melts and traffic in the region increases, security issues could arise as nations compete to exploit newly accessible resources. So the bill provides funding to update the U.S.ís Arctic Strategy to include any new security threats. Permafrost thaw has already damaged one munitions maintenance facility in Alaska; the bill includes funding to replace that and assess the potential for future damage caused by permafrost thaw.

While President Trump didnít mention climate change while signing the National Defense Authorization Act into law on Monday, the fact that he did sign it means that at least some of the countryís infrastructure will be prepared for climate change.

Chronology of U.S. Military Leadership on Climate Change and Security: 2017-2018

Over the past twelve months, 16 senior officials at the U.S. Defense Department (DoD) have raised concerns about, and recommended actions to address, the security implications of climate change, both due to its effect on military infrastructure, readiness and operations, and its broader geostrategic implications for the United States.

This includes Secretary of Defense, James Mattis; Vice Chairman of the Joint Chiefs of Staff, General Paul J. Selva; Secretary of the Navy, Richard Spencer; Chief of the National Guard Bureau, General Joseph Lengyel; Assistant Secretary of Defense for Energy, Installations and Environment (IE&E), Lucian L. Niemeyer; Assistant Secretary of the Army for Civil Works, R.D. James; Assistant Secretary of the Navy for Installations, Energy, and the Environment, Phyllis L. Bayer; Assistant Secretary of the Air Force for Installations, Environment, and Energy, John Henderson; Assistant Commandant of the Marine Corps, General Glenn Walters; Vice Chief of Naval Operations, Admiral Bill Moran; Air Force Vice Chief of Staff, General Stephen Wilson; Army Vice Chief of Staff, General James McConville, AFRICOM Commander General Thomas D. Waldhauser, Air Force Director of Civil Engineers, Major General Timothy Green, nominee for NORTHCOM/ NORAD Commander, General Terrence J. O’Shaughnessy, and Chief of Naval Operations, Admiral John Richardson. The DoD also produced a survey report on the matter in January 2018.

Key provisions include:
  • Floodplain requirements on new military construction (roughly $10 billion annually): Projects must identify whether they are in the 100-year floodplain, and if so, they must not only include mitigation plans, but be designed to assume an additional 2 feet above the base flood elevation (3 feet for mission critical facilities). This was originally a bipartisan stand-alone bill introduced by Senators Schatz, Moran, and Reed. (Sec 2805)
  • Incorporation of changing environmental conditions into Unified Facilities Criteria (i.e. military construction design requirements). (Sec 2805)
  • Inclusion of energy and climate considerations into installation master plans (which govern how a base is laid out and where new construction will occur). (Sec 2805)
  • A formal definition of military installation resilience that includes resilience to changes in environmental conditions. (Sec 2805)
  • Authority to expend Readiness and Environmental Protection Initiative funds to protect military installation resilience (Sec 312i)
  • Authority to spend economic adjustment funds to address military installation resilience. (Sec 2805)
  • Expanding Defense Access Roads authority to improve critical roads outside a base that are impacted by sea-level rise and recurrent flooding. (Sec 2865)
  • Added $48.4 million to the Energy Resilience and Conservation Investment Program (Sec 2403)
  • Finally, both the House and Senate strongly supported inclusion of a new Defense Community Infrastructure Pilot Program that allows DoD to invest directly in community infrastructure if it supports the military value, resilience or quality of life at a military installation.

At the same time, Congress is paying increased attention to the security challenges posed by a warming Arctic. With Arctic ice rapidly melting, there is already more traffic through the region and the prospect of increased resource extraction. Key Arctic provisions in the NDAA include:
  • Requiring an updated Arctic Strategy by June 2019. (Sec 1071)
  • Incorporation of Chinaís Arctic activities into a new Strategy on China. (Sec 1261)
  • Authority to procure six new icebreakers for the Coast Guard, expressing the intent that they be in the inventory within 10 years. (Sec 151)
  • The bill provides $15.5 million for a replacement F-35 munitions maintenance facility at Eielson AFB, Alaska, as the existing facility suffered extensive damage from settlement caused by permafrost thaw. In response to this revelation, the Senate Report requires DoD to perform an assessment of all structures in permafrost regions to anticipate future building losses and to evaluate the adequacy of construction standards in these regions given anticipated warming.

Hey, it looks like we might have a few more people who won't need their clearance much longer.

But I agree that the Navy should make ships that float (always a good idea!!!), that way they can deal with the rising oceans!

Sounds like leftover language from budget request they had in place to get Barry's goons to give them money. I mean when was the last time a liberal wasn't willing to toss cash at an idea wrapped in a "It's to fight global warming" wrapper?

Check the list of DoD officials in the second post that disagree with your insinuation. As well as the numbers being spent here. If you don't believe the US military regarding climate change, I'm not sure who you'd ever believe. Oh well...
