Actually, I am thinking one of two things. It's either a tool used for wire spooling or wire threading or if that's a blade on the end, some sort of cloth cutter.

The metal end is what gave it away for me.. I only have the pic you guys are seeing but it appears to be a bottle opener that can slide out from the handle. That led me to search on what the other end could open.
