The word "hillbilly"

Why is using that word not a bannable offense? It's just like other derogatory terms aimed at other groups of people.

I've got a conductor friend that worked for a short while in Knoxville, Tennessee. She said there was a Kroger grocery store on the far side of town in which plenty of inbreds could be seen daily.

It was nicknamed "Halloween Kroger".
