Yes, it is, and yes there is.

You can spike the ball for the purposes of time management if you do it immediately and in one smooth motion.

Snap, spike. . . . anything else is a penalty.

MoF, the Bears had an instance where the QB took a 3 step drop then spiked it. Got a penalty even though he wasn't in danger of a sack.
