Took this yesterday of the Rams (and probably not the Chargers) stadium build progress. It's starting to look like something.

Even the original Colosseum had a "Velarium" in a comparable climate along the Mediterranean. It was an engineering masterpiece. When it comes to bread and circuses, price is not an object.
