Illegal-immigrant-accused-raping-impregnating-non-verbal-13-year-old-girl

An illegal immigrant in Maryland has been accused of raping a non-verbal special needs girl while he was supposed to be babysitting her at her home.

Reynaldo Mora, 41, was arrested April 19 in Montgomery County and charged with sex abuse of a minor, in addition to two counts of second-degree rape, according to WJLA.

Mora was reportedly babysitting the 13-year-old girl in February at her home in Kensington, where he allegedly forced the victim into having sex with him.

The girl, whom police said has the "intellect of a first grader" and can only communicate using "gestures and writing," tested positive when she took a pregnancy test in April, the news outlet reported. Staff at a nearby medical center confirmed she was 11-weeks pregant.

Mora reportedly was held for seven weeks at the Montgomery County Correctional Facility in Clarksburg after a district court judge denied his bond.

In May, his defense attorney filed a "motion to reconsider bond," and on June 1, Montgomery County Circuit Court Judge Steven Salant granted Mora a personal recognizance bond, according to the station.

The personal recognizance bond would've allowed Mora to leave jail without putting up money under a deal that he'd appear at future court appearances. However, due to a detainer from U.S. Immigration and Customs Enforcement (ICE), local law enforcement surrendered him to federal officials on June 6.

Jose Campos, Mora's defense attorney, told WJLA his client is innocent, and said Mora "willingly submitted to a DNA test and he is hopeful that this DNA test is going to clear everything."

Results for a paternity test were still pending, according to the report.

Mora is scheduled to appear in Montgomery County Circuit Court in October for a three-day trial. He reportedly faces up to 60 years in prison.

Authorities say a 13-year-old Alabama girl with special needs was beheaded after she saw her grandmother killed in a cemetery by an illegal immigrant.

The grandmother was associated with the Sinaloa Cartel, a drug-trafficking organization, a Madison County sheriff’s investigator testified.

It was June 2 when Palomino, Aguilar, Mendoza and a woman named Leticia Garcia went to pick up a quarter kilo of meth in Norcross, Georgia, a small city northeast of Atlanta, authorities said. Something apparently went wrong during the trip, [Investigator Stacy] Rutherford told the court. It was Mendoza and Garcia who were tied to the [Sinaloa] cartel, and Palomino thought there might be a setup, the investigator testified.

During the early morning hours of June 4, Mendoza was told she and Lopez would be taken somewhere safe.

Instead, Rutherford testified, Palomino and Aguilar drove the woman and her granddaughter to Moon Cemetery on Cave Springs Road. Mendoza and Palomino got out of the car and argued about the drug buy, according to Aguilar’s account.

The argument escalated, and Aguilar told police Palomino killed Mendoza.

Previously deported illegal immigrant who raped child after Philadelphia release, pleads guilty to reentry

A previously deported illegal immigrant from Honduras -- who raped a child after Philadelphia authorities ignored an ICE detainer and released him -- pleaded guilty Tuesday to illegal reentry.

The U.S. Attorney's Office for the Eastern District of Pennsylvania announced Juan Ramon Vasquez, 45, faces up to two years in federal prison.

Vasquez was deported from the U.S. in 2009, but was found to be back in the country in March 2014 and taken into custody. After local criminal charges against him were dropped, Philadelphia officials did not comply with a detainer by Immigration and Customs Enforcement and Vasquez was released, according to the U.S Attorney's Office.


After his release in 2015, Vasquez was rearrested and convicted for the rape of a child and unlawful sexual contact with a minor. He's now serving 8 to 20 years in state prison.

“The facts of this case highlight the danger posed by the City of Philadelphia’s decision to disregard ICE detainers and release previously deported aliens from local custody,” U.S. Attorney William McSwain said in a statement.

“Those of us in the law enforcement business should be doing everything in our power to protect vulnerable children from predators like Vasquez," McSwain continued. "Instead, this defendant received a free pass from the City of Philadelphia and its Department of Prisons, headed straight back into our community, and committed a heinous crime he never would have had the chance to commit had the City of Philadelphia complied with the ICE detainer.”

Homicide: Ran Over in Front Yard by an Illegal Alien

Lancaster, South Carolina

A 60-year-old man was killed when Abel Borbonio-Olivio reportedly ran him over while the victim was in his own front yard. Borbonio-Olivio is a 42-year-old illegal immigrant from Mexico who also happens to have four previous arrests for driving without a license.

According to reports, Charles Byrdic was in his front yard around 9:30 a.m. getting ready to go to the store to pick up blueberries for his wife, when Borbonio-Olivio’s vehicle veered off the road and slammed into him. He was hit so hard that he was knocked out of his shoes and catapulted from the suspect’s SUV, the family said.

Borbonio-Olivio had two prescription drugs in his system at the time of the crash. According to arrest warrants obtained by The Herald, he did not have a driver’s license, was speeding more than 10 miles over the speed limit, and was looking at money in his wallet at the time.

Illegal immigrant who committed multiple rapes after 2012 ICE detainer not enforced gets 80 years in prison

An Illinois judge on Monday slammed the officials who failed to enforce a 2012 ICE detainer on an illegal immigrant who later was able to beat and rape three women -- even though he "shouldn't have been in this country."

Miguel C. Luna, 37, a Mexican national who was living in Joliet, was given the maximum sentence of 80 years in prison on Monday after he admitted last May to the physical and sexual assaults of two women who were running on a state trail in separate incidents in 2015 and 2016. Luna also admitted to raping a third woman who has since died.

“You shouldn’t have been in this country,”
Judge David Carlson said, according to the Chicago Tribute. “The system let the victims down in this case.”

The judge said he did not understand why Luna had not been deported in 2012 when a fugitive warrant for his arrest was issued by U.S. Immigration and Customs Enforcement.
“You were free to do these acts...whether through misguided political correctness or people who do not believe in laws or borders,” Carlson said. “One thing I can do with the sentence is show that the laws we believe in here, maybe this won’t happen again, maybe that’s a little bit of closure.”

Luna was arrested for the rapes in May 2015. He faced 16 to 40 years on each of the two felony criminal assault counts. Carlos ordered him to serve the sentences consecutively, serve at least 85 percent of the sentences – 68 years – and register as a sex offender if he is every released from prison.

During the trial against Luna, prosecutors argued the early-morning attacks on the women were premeditated and grew more sophisticated. They showed a videotaped confession in which Luna admitted to wearing surgical gloves, concealing his face and using a shirt to wipe blood off a victim’s arm to remove his fingerprints.

“He did not want to be caught,” Assistant State’s Attorney Mary Fillipitch said in court. “If anything, he’d become a more clever and crafty sexual predator if given the opportunity to do so.”
Prior to his sentencing, Luna said that he was traumatized by repeated childhood sexual abuse by family members.

“I realize now I needed professional help,” he said, reading from a statement. “I never had the means and now it’s too late because I’m facing a life sentence.”
Luna went on to stay he was “very sorry” for his actions.

Carlson said the abuse Luna said he suffered as a child does not excuse his actions as an adult.

“Nothing gives you the right to impart that hurt, that pain, that damage to anyone else,” the judge said.

Man accused of raping daughter caught illegally crossing U.S. border

A Mexican national who was previously accused of raping his teenage daughter was caught trying to illegally enter the U.S. at the Texas border on Tuesday, WKRN-TV reported.

Border agents found Rusbel Zamorano-Calderon, 39, near the Ysleta Port of Entry, about 14 miles south of El Paso. The agents said they caught up with Zamorano-Calderon, who was among a group of people, according to a press release.

After taking him into custody, agents discovered Zamorano-Calderon was previously deported and had an outstanding warrant for three counts of raping his 15-year-old daughter in Polk County, Tennessee.


A release said agents discovered a restraining order in place to protect Zamorano-Calderon’s daughter.


“This most recent arrest serves as another prime example of the importance of maintaining vigilance along our nation’s borders, and the important role the Border Patrol Agents play in helping keep our communities safe,” said a Border Patrol spokesman in a news release, cited by KTSM-TV.

Authorities said Zamorano-Calderon is in the custody of the El Paso County Sheriff’s Office awaiting extradition to the Polk County Sheriff’s Office to face charges.

Illegal immigrant charged in stabbing death of 16-year-old girl, report says



A New Jersey man charged in the fatal stabbing of a 16-year-old girl was reportedly in the U.S. illegally at the time of the alleged crime.
Bryan Cordero-Castro, 20, was charged with murder, weapons possession and attempted escape in connection with the stabbing death of Madison Wells. Cordero-Castro is a Guatemalan native who was living in the U.S. illegally after overstaying his visa, according to the Asbury Park Press.
Friends told WABC that Cordero-Castro and Wells had been dating for about a year before the teen’s death.

One friend described the pair to the Asbury Park Press as being “inseparable.”


“They used to hang out every day,” Hafett Barrates, 18, told the newspaper. Barrates added he didn’t know what could have led to the stabbing.


Wells, a Long Branch native, had lived for a time in Florida before moving back to New Jersey in 2014. She was just starting her junior year at Long Branch High School at the time of her death.


Wells was wounded but alive when she was found by Long Branch police officers responding to a report of a stabbing Saturday night. She was taken to Monmouth Medical Center, where she died about an hour later, police said.

Non-Citizens Committed a Disproportionate Share of Federal Crimes, 2011-16


21% of those convicted of non-immigration crimes were non-citizens — 2.5 times their share of the population

Many immigration advocates argue that immigrants have much lower crime rates than natives (see this op-ed and this paper). As my colleague Jessica Vaughan and I pointed in a paper some years ago, however, the picture is far from clear. While there are other issues, the biggest problem with studying immigrant crime is that states and localities do not systematically track the country of birth, citizenship, or legal status of those they arrest, convict, or incarcerate. But the federal government does track the citizenship of those it convicts. New data from the U.S. Sentencing Commission shows that of those convicted of federal crimes between 2011 and 2016, 44.2 percent were not U.S. citizens — 21.4 percent, if immigration crimes are excluded. In comparison, non-citizens are 8.4 percent of the adult population. Of this 8.4 percent, about 4 percent are illegal immigrants and about 4 percent are legal immigrants.

The commission's data does not distinguish legal status among non-citizens. It is almost certain that a majority of the non-citizens convicted of federal crimes are illegal immigrants. But we cannot say for sure because that information is not provided. What we can say, at least at the federal level, is that non-citizens are more likely to commit crimes than citizens.

A Very Important Caveat about These Numbers. Those convicted at the federal level are not necessarily representative of all criminal convictions in the United States. Most law enforcement occurs at the state and local level and it is not reasonable to simply extrapolate about immigrant criminality generally from the federal data. Nonetheless, federal law enforcement is still enormous, with 312,000 people (67,000 non-citizens) sentenced in the federal courts between 2011 and 2016, excluding immigration violations. And in the federal system, where we do have good data, non-citizens account for a disproportionate share of those who are sentenced for many different types of non-immigration crimes.

One Additional Caveat. Because it is easier to make an immigration case, federal prosecutors sometimes charge illegal immigrants only with immigration violations, even when they have committed serious non-immigration crimes. Once convicted, an immigrant will still normally serve some time and then be deported, which is often seen by prosecutors as good enough. This, of course, does not happen with citizens. But because of this, conviction data for non-immigration crimes will tend to understate the level of criminal activity among non-citizens.

Among the findings of the new data:

Areas where non-citizens account for a much larger share of convictions than their 8.4 percent share of the adult population include:

42.4 percent of kidnapping convictions;
31.5 percent of drug convictions;
22.9 percent of money laundering convictions;
13.4 percent of administration of justice offenses (e.g. witness tampering, obstruction, and contempt);
17.8 percent of economic crimes (e.g. larceny, embezzlement, and fraud);
13 percent of other convictions (e.g. bribery, civil rights, environmental, and prison offenses); and
12.8 percent of auto thefts.
Areas where non-citizens account for a share of convictions roughly equal to their share of the adult population include:

9.6 percent of assaults;
8.9 percent of homicides; and
7.5 percent of firearm crimes.
Areas where non-citizens account for a share of convictions lower than their share of the adult population include:

4.1 percent of sex crimes;
3.3 percent of robberies;
4.5 percent of arsons; and
0 percent of burglaries.

Data. These tables showing convictions were compiled by the Government Accountability Office at the request of the Senate Judicatory Committee based on data from the U.S. Sentencing Commission "Interactive Sourcebook of Federal Sentencing Statistics". Convictions are in the federal courts for felonies and class A misdemeanors. Death penalty cases and petty offenses are not included. The non-citizen share of the overall adult population comes from the public-use data file of the 2011-2016 American Community Survey collected by the U.S. Census Bureau.
