Depends if they want to get Andre Johnson a ring or not.

Any decent starting QB should be able to win with that roster as it currently is, especially with those weapons at their disposal.

That job becomes much easier when given a dominant defense to help them out, which is what they'll have if they add to the front 7 with Clowney to pair up with Watt.

No. Is any NFL team struggling financially? It's about maximizing profitable opportunities.

If it were me making the pick, the smart football move is to take Clowney and pair him up with Watt. That gives you a pass rush duo that will potentially be even more disruptive than the SF combo of Justin Smith and Aldon Smith and St. Louis' combo of Quinn and Long.

In this pass dominated league, that's one hell of a weapon to have at your disposal. Outside of Watt, the Texans have little else in terms of pass rush ability. Mercilus may make a jump but he hasn't shown any real difference making ability so far and no one else on that roster is even close.

Texans were among the bottom 4 in the league with only 32 sacks on the season, that's terrible. Watt needs someone else who can help take attention away from him or, at the very least, consistently take advantage of their 1 on 1 match-ups. Clowney can give them that in spades and push their defense over the top.

Their offensive weapons aren't that great really. Foster has been injury prone and isn't the back he was when he first came in. Ben Tate is gone. Name a WR besides Andre Johnson. They have some great defensive players but the offense could use some playmakers.
