Yeah, honestly, that is murder 2. It's pretty much textbook.

And moving the stun gun was an after-the-fact "oh shit I just shot an unarmed guy, WTF DID I DO?! WHAT DO I DO NOW?!?!?" reaction.

Guy needs to go to jail. The cop that came later should not face suspension, termination or charges unless he lied subsequently to help cover up what happened.

I get from this that you feel that "shoot him in the leg" ought to be a thing, but you don't feel like making the argument anymore. Its a very bad idea as a public policy, and cops should never be allowed to think that they can do this.

Shooting a moving target more than 20 feet is difficult, and you are going to miss, its why cops shoot several rounds at someone rather than just 1 or 2, hopefully if you shoot enough rounds, then one of them will hit. If you are in a situation where lethal force is not justified, then you shouldn't shoot, period, full stop. If we allow cops to try to somehow shoot without killing someone, then you have to accept that sometimes they will not quite hit their target and you have to be OK with letting the cop go unpunished for that, and if that becomes a thing, then it can really get dangerous because cops can always just try to kill someone in non-lethal force situations and just lie that they were trying to aim for the legs later.

No, there's no need for that. If a cop is shooting, then as a society, we are all going to assume he was aiming for the chest or the back, and evaluate his use of force in that context. Even if the cop did manage to hit a suspect's legs and secure a non-lethal arrest, we still should demand to know why the cop was trying to bring him down with lethal force and punish him for that if its not justified.
