I would imagine that whatever rule they put together will allow for helmet-to-helmet contact within the tackle box or 3 yards from the tackle box. It's already illegal for a runner or a Defender to lower the crown of their helmet and hit another player 3yards outside of The Tackle Box. This rule was passed in 2011 or so. If I remember correctly it was called the lineup rule.
