Two police officers ambushed in New Orleans

'Ambushed': New Orleans police officer shot in French Quarter by man in pedicab, eyewitnesses say

A man riding in the back of a pedicab shot a New Orleans Police Department officer in the face in the French Quarter late Friday afternoon, as revelers began descending on the neighborhood to celebrate Halloween this weekend.

The officer was shot while in his patrol cruiser near St. Philip and Royal streets before 4:30 p.m. Other officers brought him to the hospital rather than wait for paramedics, and they also arrested the alleged shooter within minutes of the apparently unprovoked ambush, NOPD Superintendent Shaun Ferguson said

Ferguson said the officer was in serious but stable condition after being shot under his left eye. The bullet was lodged in the officer's skull, but the 4-year veteran — whose name wasn't immediately released — was responsive as he walked into the hospital holding his cheek, Ferguson said.


A second officer was wounded by glass shards in the shooting.

"Two of our officers were ambushed," said Ferguson, who said that officers confiscated a gun that they believed was used in the shooting. "This is a dark day."

Ferguson also said the suspect, who had a gun holster on him, appeared to be experiencing some type of medical episode when he was captured. Ferguson said the man was taken to the hospital to be evaluated and made clear that the arresting officers did not use any physical force on the suspected gunman.

"I want to commend those officers for maintaining professionalism," Ferguson said.

Ferguson did not identify the suspect or specify what charges he would be jailed on following his discharge from the hospital.

Several eyewitnesses at the scene said that two officers were in an SUV on Royal Street crossing St. Philip Street when a pedicab heading riverbound on St. Philip approached.


A man in the back of the pedicab stood up and fired at least five shots into the driver's side door of the police officers' cruiser, they said.

The shooter fled. Gabriel Shaffer, an artist who owns a gallery on that block Royal, said he heard the officer who was shot in the face get out of his vehicle while moaning and exclaiming in pain.

"I could clearly hear him say, 'Oh my God, somebody just took my life!'" Shaffer said. "It was pretty awful."

Tour guides Angie Still and Karen Fernandez said they were just a few yards away when the shooting erupted. They saw an officer on the passenger's side of the targeted police cruiser jump out and scream, "Officer down!"

Neither officer in the cruiser appeared to have time to return fire.

“We were just sitting there in shock,” Still said.


Doulas Mackar, who was in a building overlooking the scene of the shooting, said he heard the gunshots erupt and ran to the window. He said he saw the driver of the pedicab crash into the sidewalk and run for cover.

Mackar said he ran away from the window to check on his girlfriend, and by the time he returned, the officer had already been whisked away to the hospital.

"Whoever was first on the scene got him loaded up and out of here within seconds," Mackar said.

A woman who asked that her name not be published said she saw the suspected shooter flailing, screaming and trying to bite first responders loading him into an ambulance following his arrest.

Ferguson said passersby in the French Quarter helped officers find the shooter by pointing him out as he ran to the corner of St. Peter and Decatur streets. A retired Army veteran also performed first aid on the officer's face wound before he was taken to the hospital, Ferguson said.


Ferguson thanked those members of the public for each of those actions, which came amid a party atmosphere that is typical in the French Quarter on a Friday evening.

All around the scenes of the shooting and the arrest, tourists and revelers partied on as the afternoon faded into the night.

A rowdy crowd pouring out of Lafitte’s Blacksmith Shop — just a block from the shooting scene — kept throwing back drinks even as the police chief stood just feet away briefing reporters on the shooting.

Tour guides delivered their spiels about French Quarter ghosts and vampires to groups of out-of-towners in front of yellow crime scene tape and even as officers dodged among them canvassing the neighborhood. And elaborately costumed visitors, ready to get an early start on Saturday night's Halloween celebrations, popped out of hotels within the cordoned-off shooting scene and had to be escorted into the surrounding neighborhood by police.


Some passersby approached officers as well as reporters awaiting a briefing from Ferguson to ask if the crime scene was part of a film or television production, since the French Quarter is often a popular backdrop for shows and movies.

Donovan Livaccari of the local Fraternal Order of Police lodge said Friday's shooting was a sobering reminder of the dangers inherent to professional law enforcement.

"Merely driving down the street ... can lead to gunfire," he said. "These two officers were not responding to a call for service. They were not looking for an armed subject on a pedicab. They were driving around in the French Quarter on routine patrol."

Ferguson said Wednesday's attack marked a particularly grueling hour in what has been an unfathomably difficult year for both his agency and the city. Not only has New Orleans been dealing with the deadly coronavirus pandemic since March, but it also took a direct hit two days earlier from Hurricane Zeta, a strong Category 2 storm which caused widespread damage.


"We'll get through this together," Ferguson said.

Pretty sure in this day and age if you walk into a police station or hospital and tell them you’re thinking about shooting someone, you’ll get help. Stop trying to defend this garbage.

As far as raising a human being to be mentally stable, that’s kind of a parental job. Your party openly encourages completely fatherless families and empowers mothers who treat their kids as nothing more than a welfare check.

I work at a police department. I am aware of the issues they face.

Nobody is defending anything.

I am in the business of keeping cops from getting shot. And if you think increasing comprehensive mental health for all of our citizens would not move that needle then you simply do not understand the situation.
