I don't think that would work very well. Right now when the cap goes up it allows teams room to sign rookies as well as free agents. That would be hard to do without some basically enforced team turnover to free up a percentage of the cap.
Also not sure how bonuses would factor in to that. Overall I don't think this would be workable. |

Isn't this the exact same thing that they do? It just rounds the numbers out into percentage points, and allows for less flexibility (unless you can go into decimals, like 15.432 percent - and even then, why not just use dollars?)
