The problem with our welfare state isn't so much the people who receive it as it is the perverse incentives that it creates. Well-intentioned people created a system that does much harm through unintended consequences. Stupid people don't recognize this and keep sending politicians who want to double down on this approach back to Washington.

"Don't Feed the Bears" read the signs in our national parks. If we give wild animals food, they become dependent and forget how to get their own food.

It is a great system for creating a vote block based in fear of having their freebies taken away though.

Too me it's pretty simple, if your household works less than 40 hours a week you are not eligible for welfare/foodstamps/medical/etc, community service can be substituted for up to 20 work hours.
Entitlements are limited to 12 months.
If anyone on assistance has another dependent they are automatically denied for the duration of their lifetime.
All benefits are treated as a reimbursement, the family submits receipts(paid receipts not invoices) for the needed products/services and receives a reimbursement for their expenditure.
Food reimbursed through this program must be of a generic brand and considered necessary, (ex, the WIC program).

That ought to be a good start.
