You mean the thousands of cops that let him slip out of their perimeter? The thousands of cops that couldn't find the suspect? The homeowner found the suspect, not the cops. Thankfully the suspect hid in the homeowners boat rather than kicking his door in cause the cops were nowhere around. They were busy searching the wrong area.
