Yeah, that's kinda my thought.

You're better served to just wait it out. Rock River is generally seen as a slightly overpriced but relatively high quality rifle that you can almost always get for right at around $1,000 and have an actual manufacturer that you can go back to with problems, etc...

You know you have the milled feed ramps with those guys, the staked keys; all that neat shit.

I'd be awfully reticent to buy one from a friend without knowing a hell of a lot more unless I was getting a screaming deal on it - this isn't one.
