I moved to KCMO from JOCO a few months ago - I don't think there are many cops doing ticket patrol. I saw at least 3 cars run red lights (not blow through a yellow, I mean be stopped at it and just decide to drive through) within that time.
There was a girl passed out on the sidewalk in Westport at 2am, the cops asked her if she was okay and then kept walking.
Its like thunderdome out here for little stuff like that - a bit of culture shock for me, in JOCO those small things were made to be a huge deal.
