in the prison they are separated from the Zombies by 2 chain link fences, which they have to repair before they move in AND they can see the Zombies at all times, instead of only looking at a computer monitor and seeing them every once in a while. Plus not only that, but I doubt there are any Zombies living in this CDC place and if you remember, they did find some in the prison, and it was a pretty big deal (when Tyrese took out the whole gym room filled with zombies and he didnt get bit or scratched or anything)
