I disagree that it's entirely useless filler. From the audience's perspective, there is some value to being aware of and even seeing the mental and physical torture that this crazy guy is putting Theon through (especially if he eventually gets out of this mess and is somehow able to redeem himself for S2's actions). This is the shit that will shape his character in the future.
