How about this: you wave your hand at someone so that your hand went back and forth once every three seconds. Someone is taking pictures of you every three seconds. If you looked at those pictures back-to-back, it would just look like you're holding your hand in the same place each time.
The same thing applies to the water here, except that instead of waving once every three seconds, it's doing it 24 times every 1 second. The camera is the person "taking pictures", except that it's also doing it 24 times per second (since that's the speed it records at).
Does that make sense?
