A cop creating a sereal killer and getting away with it just to keep their budget? Management at the paper believing a young and upcoming writer (from KC none the less) with fanciful stories over a seasoned editor with a long history at the paper?
It's tv. It requires us to suspend some of our sense of reality.

Breaking Bad is supposed to be realistic. It's a character-driven show, or is at its best anway.
The Wire is a little different. It's closest parallel, for me, is Brechtian Epic Theater, with a supplemental touch of Dickensian serialized novel. The Wire was more concerned with advancing its political arguments than anything else.
