That is the dumbest retort in the history of dumb retorts. Besides the fact that it ignores the crimes committed against Natives - whose police force has no jurisdiction on non-tribal lands - it also conveniently ignores the fact that federal forces have total jurisdiction on tribal lands, and can and do arrest criminals while on them.
The "hiding on tribal lands" concept is no better for any fleeing criminal than crossing a state line.
