Because the bulk of music is purchased by people under 30 years old... so appealing to them is important. It actually did "work" for both bands. They stayed on the charts and kept selling albums. Again I'm not defending the practice, just trying to explain what happens in my experience. Show me a band that has never changed even a little bit what they do as the market changes. There are a few but VERY few. More power to them when they make it work.
AC/DC comes to mind... but even they changed to a degree.

Yeah, I guess it "worked" for one album. But what did The Cars do after that? Starship was never heard of again. Styx flamed out after the Kilroy Was Here album, which I'm pretty sure sold a lot of copies. I think people bought these albums on band names alone, and then realized they pretty much sucked. If I had waited another month before I bought Heartbeat City, I probably wouldn't have bought it at all.
