Bullshit. Wolf didn't acquire Favre for a first round pick to have him dick around as a backup.
Majkowski was actually an okay QB. He threw for 4000 yards in a season a couple of times. He just wasn't franchise QB material. The fact that it took three games for Favre to start for the Packers doesn't mean he was viewed as just some Sage Rosenfels prospect.
