Marty was reportedly given greater control over personnel at the end, but it's not clear to me what the arrangement was and it certainly didn't improve the product on the field.
Yep. Carl had pretty much total power and the way Clark wants to run the team he is going to hire another GM and give them total power. I honestly don't see that changing.
