The way it was described in the EU was that at one point in time, there were thousands (?) of Sith Lords but since their primary objective was to be the most powerful Sith in the galaxy, they always ended up killing each other off. So, the Rule of Two (or what ever it was) was established in secrecy, ensuring their existence.
It makes sense to me.
