Given that he hasn't had any response from either one lately, I fear this thread may be moot. He should definitely consider one last correspondence to both of them. Personally, I would jump on whichever one responds first. A bird in the hand and all. Bottom line, he wants to get laid, yes? If he doesn't get response, how about coaching him into how to pick up a girl in a bar? GoChiefs, have you ever tried to pick up a girl in a bar?
