You do not need a controller or a hard drive of any sort to boot properly, although you will need a hard drive or flash drive for the NXE dashboard update, which contains a good deal of the functionality on the Xbox besides just playing games.
You must, however, have an AV cable connected or you'll get red rings (4 I think).
