Ecclestone track fees are too high. Car manufacturers try to step in to help teams that can barely afford to race. Ecclestone refuses to lower the rates.
The countries mentioned in your post, governments pay the racing fees outright to host Formula 1. In some cases governments assist promoters.

Even then, there are genuine fears that traditional venues are under a very real threat. I missed the race. For some reason, I thought the Malaysian Grand Prix was next week. Good to see Vettel beat Hamilton and Kimi coming in 4th.
