I'd recommend the 50 cal Encore with 2 pellets under the 250gr Hornady. I run 4x12x50mm scopes in single piece Talley ring mounts on my encore muzzle loader barrels. Its a very dependable combination, and with a couple small tweaks the encore platform is a very accurate rig.
Make sure to read the fine print to figure out if the special permit requires bulk powder, open sights, nonsaboted bullets, or if it has any other unusual regulations. Those special permit hunts can be a pain in the ass sometimes.
