It's "dilly dilly" that you used. Not dilly. Webster used it the way you stated but as only one word and when looking at the word it has been used for many things over many years.
A single dilly according to various Oxford English Dictionaries it can be considered as: "Odd, silly, a dilly foolish, stupid or mad"
In the 1800's, a dilly refered to a "coach or cart for hire" or a "call for ducks" (call to slauder) as "here dilly dilly". In American English, someone who is a dilly is outstanding for a good or bad trait. "He's one dilly of a excuse for a man?" or maybe "Those are some dilly knockers she is showing off in that bikini"
It's (dilly) prone to be used in different contexts than Webster notes when combined with other words or phrases. I may even go so far as to say that Webster was "dilly dallying" when he researched the meaning or the word. as it can mean "outstanding slacker" or "remarkable ****off" if you use Websters definition of Dilly. If you use another definition for "dallying" it would be a "remarkable nooner" so to say as it refers to sexual acts or longings.
I would say that "dilly daddle" could be defined as an "outstanding ****off" as could "dilly dally" as they mean about the same thing. If you leave Webster out of it, the meaning changes to " person ****ing off when there is work to do".
And as an added bonus: a "dilly blast" translates to a "rim job" and a "dilly dapper" might define might refer to me as it is defined as: "concise information provided by an intelligent gentleman".
That concludes my "dilly daddling" as I must get back to watching the 1949 Disney movie "So Dear To My Heart" in which the song "Lavender Blue (Dilly Dilly)" was sang by Burl Ives. It was based on a folk/ nursery rhyme from the late 1700's.
It has been recorded by Vera Lynn, Sammy Kaye, Dinah Shore, Sammy Turner, The Fleetwoods, Leon Russell, David Bowie Marillion, Barbara Cook, Greg Page, Sam Moran, Laura Wright, Alyse Black, Reinhard Mey and many others. There are several Youtube videos and is currently featured by Muffin Songs for kids in their sing alongs.
It was used in many movies , recently the 2015 Cinderella where It is sung to Cinderella by her mother (Hayley Atwell) and in 2017 in Hallmark Channel's "A Royal Winter". It's available on Itunes too.

I am pretty (OK Dammed sure) you will probably refer to me after reading this as a "dilly dank" (penis) or maybe even a "dilly dilly" which along with masturbation with exotic oils also means "the best kind of person or thing". I know it won't be the latter one.
Please think twice when you throw the dilly word around as there are far more decriptive definitions that I did not share.
