Does ATL have one of those good ones with tiny chips of used tires underneath?

I believe the answer is that they do. Atlanta's current home has Field Turf, which is one of the newer generation artificial turf surfaces that uses infill to give the athletes better footing. According to Field Turf's webiste, their infill uses cryogenic rubber that comes from recycled tires:

Atlanta's new stadium (for 2017) will use a product from GreenFields that is the first to pass the NFL BEAST test requirements.

Georgia is home to major players in the carpet and artificial turf industry. There's even a town in Georgia that is called the "carpet capital of the world",
https://en.wikipedia.org/wiki/Dalton,_Georgia. There's lot of artificial turf manufacturing and engineering expertise there, from what I understand, so it makes sense that the Falcons have nice home surfaces.
