There's no real code for that, unless your locale has an ordinance. You will want to bust down any walls to a foot or two below grade, then bust some large holes in the bottom. That keeps hydraulic pressure from popping it out of the ground once it's no longer full of water and also allow water to drain out. Then you can fill it with gravel or compacted dirt. If rock bring up to about 2' below grade, then cover with geotextive fabric and fill with dirt from there. Put about 3-4" of topsoil on tope for grass. Make sure you compact the fill every 6" or so as you fill, otherwise your hole will settle over time.
