Yeah, they exist. But service providers are smart enough to know when you're doing it unauthorized. I've had many friends try that, only to have their provider send them a message saying "Your data usage shows that you're tethering. Pay for tethering, or we're going to cancel your plan."
You can get away with it for a while if you use it very sparingly. But if you expect to tether all the time and not get caught, you're in for a rude awakening...
EDIT: Plus, most free tethering apps require jailbreak. If your iPhone isn't jailbroken, it's a pain in the ass process:
