Nah, there's an age below which the size and weight of the ball is greater proportional to the head and neck. Though many can head safely, there is at least an argument for banning it in recreational play.
But by your mid-teens, a regulation ball poses no risk for a healhy individual to knowingly strike with their head.
There's still danger in being blindsided by a ball strike, or a point-blank strike. But the kind of headers where you return a goalkeeper's volley or try to redirect a ball in the box is just fine.
