The tires are offset to the right and the right rear is much larger than any other tire to help keep the car going left, otherwise they'd do much of nothing. You have 650+ HP directly applied to a straight axle. So, go back to your childhood and imagine having a 650 HP, not 5 HP, Go Cart.

You can't steer the things worth a shit and they get harder to steer at slower speeds... because you can't feather the throttle to control slide and direction. Imagine watching Fast & The Furious: Tokyo Drift... except that you are basically, continually drifting to control direction.

So, now, knowing that Tony's car is going slow and is hard to steer, and knowing that the easiest way to steer the car is to hit the throttle, you should have the answer to the question. Tony doesn't mash the throttle because that car would have just whipped on him. He made an effort to go left to avoid hitting Ward by using the throttle as much as he could in the short time he had to assess what he could finally see through the tiny little area he has to see out of the car coming around a corner.

If you want to blame Stewart, so be it, but there is zero evidence that Tony Stewart wanted anything to do with hitting Ward, or even trying to "scare" him. All I see is an attempt to evade Ward as best you can in a Sprint car going 30 MPH. He isn't driving your Honda Civic on pavement out there.

Tony is ****ed, they know he can control a car like few others...
