Yea, that's a Bethesda weakness. I can feel the same Oblivion burnout coming along in Skyrim. Don't get me wrong they make the most beautiful gaming worlds in the history of gaming but at the same time the have chosen to continue to simplify the character development at the same rate.

Most games allow you to choose attribute points or something. The more points you put into strength the greater the melee damage. The more in dex the greater the archery etc. Bethesda takes that sense of improving away from you. AS FAR AS I KNOW, leveling up a particular skill doesn't make it better or stronger it just allows you to unlock perks to improve the skill. Many of the perks don't make them stronger they just make they more convenient.

It seriously takes away from the character development and turns the game into more of a grind. I mean after you pick so many flowers and mine so much ore you will tend to get tired of it. AS FAR AS I KNOW, the only way to improvement your character is better equipment and perks. (i consider spells equipment)

a person with a sword that does 20 damage with 0 skill points in 2H swords will do the same 20 damage with 100 still points in 2H swords. Only perks and a better sword improves that. It's especially bad with magic since magic doesn't even have the initial perk that increases % damage like melee. Magic just reduces the cost of casting.

At least the illusion of character control/building would help tremendously.
