Pretty sure there are tons and tons and tons of minor concussions on a weekly basis that go undiagnosed.

I think that Reaper pretty much nailed it but I suppose that it's possible that a guy could be suffering from a minor concussion that was unreported or not diagnosed properly.
That said, I find it highly unlikely that Belcher was as concussed to the degree of what was stated in the article, yet cleared to play each and every week for nearly 4 years.
I think it's more likely that the person reporting that he was constantly concussed wasn't medically trained and was confusing the alleged drug and alcohol abuse with concussions.
Unless he shot himself in the heart, I doubt that information will ever be confirmed or denied.
