Not really sure about the "time" thing either unless he is referring to nutrition and rest. Any more than 4-5 hours week with weights will likely result in over training if they are "natural". I'd also question the way a lot of guys spend that newly found free time and if it's focused on S & C for football in the off season when they are back home away from the team.

They don't get as much time "away" from the team as you'd think.
the way he described it, is that contrary to popular belief, in college, this is basically a part time job for these guys and once they get in the league, it's 24 7 football.
And nutrition is stressed to a level with them, even I didn't believe
