The NFL wants money. You get that through viewers and by limiting liability. It gets that through offense and the perception of less player danger. To get offense, you have to neuter the defense, which you can do by over legislating penalties so that defenders can't play tight defense. You limit liability by restricting the types of hits players can make and instituting protocols that affect the appearance of player safety.

If you want to make money, you generally don't engage in a massive form of fraud endorsed by 32 separate billionaires which results in a disproportionate amount of franchise value being heaped upon a few of said billionaires due to their success being far and away greater than others.

"Sure, Mr. Kraft, we'll let your franchise win so much that it's now worth over a billion dollars more than the median NFL franchise value!"

Billionaires sign up for those kinds of deals all the time.
You don't get it. The NFL rigs the league so that the biggest media markets stay successful. That's why the Giants, Jets, Bears, Texans, Eagles, Cowboys, etc have won so many Superbowls the past few decades.
