There are bars in Tokyo where Japanese women go to meet American men. That would probably be a good place for you to hang out. I don't remember any of them, but if you Google you should be able to find them. Otherwise Roppongi is a fun area to hang out. But don't expect to find girls falling all over you around every corner like Southeast Asia.

Depending on how many other foreigners are around, there will be a lot of people, men and women, who will want talk to practice their English. So you have an easy conversation starter at least.

They used to have vending machines where you could buy used women's panties, but I think those make gone.

You could also go to a hostess bar, but expect to drop over a grand and no guarantee of getting anything other than some leg.

Look for KTV (Korean girls in private karaoke booths). I don't know if the have those in Tokyo, but if they do they're basically prostitutes. Korean women are hotter than Japanese anyway.

There are also places you can go where women will strip you down your underwear and tie you up, if you're into that.

And finally some bars have phonebooks where you can literally call up high school girls and try to start up a relationship with them. But basically you need to be their sugar daddy and buy them fancy accessories.
