There are few different options that seem plausible

1. Haley wanted Palko, and started him out of spite
2. Haley wanted Palko, thought he was horrible and was denied to start another (Stanzi, Orton)
3. Haley didn't want Palko and he was forced to start him


IMO, those are the 3 most plausible scenarios.
