1. MTV Video Music Awards. Think of it as the Oscars, but not near as prestigious and more driven by teenagers.
2. She's a teenage country singer.
3. I can't help you on Toby Keith. Kanye West is a rap/hip hop guy and is probably best known by those who don't listen to his music as the guy who said "George Bush doesn't care about black people" after Katrina.

So in summary, teen country singer wins an award at the teenager's version of the Oscars. Big, stupid hip hop guy runs on stage, takes the mic, and tells everyone she didn't deserve it.
