Further evidence is that in that same chapter Brienne also sees a very large man who is a new recruit for their order and has his face covered, but walks with a limp (hound was cut in his leg and almost died from it), and happens to pet a dog as Brienne is passing him. She doesn't put it together that it is Sandor, but he is surely still alive.
