That guy is Grand Maester Pycelle. He's the highest Maester in the kingdoms, although they haven't really gone into any detail yet what Maesters are (the only other one I think we've seen so far was Maester Luwin in Winterfell). Think, ah, something along the lines of scholar, advisor.
