Pass pro is very hard to do, but easy to measure - maintain leverage for a minimum of 3 seconds.
Smith could maybe step up there and gain an extra second, but he is looking down the field past the line to gain, so rolling out right gives him a lot more options.

Yeah, step up in the pocket and hit your running back who doesn't have a guy in front of him for 10 yards.
This isn't hard.
Against edge rushers it's gonna be tough to keep leverage for that long so when your defender starts going wide, it's easier to ride him that way.
