If the Broncos think their tickets are worth more, then they can charge more. What does it matter if someone wants to sell those tickets? As long as the people who are using your seats aren't doing anything nefarious, I don't see why this should be an issue.
It's bad enough that NFL teams ream their STH by making them pay full price for preseason games, which adds on 25% to their baseline cost. Now they require attendance from the person who bought the seats? What is this, 7th grade?

I guess I just see this differently. You see it as some evil scheme by the Broncos (that profits them nothing). I see it as a way of speeding up the logjam that is their season ticket waiting list and letting some people get in who deserve it.
