Jim did NOT kill the Flamingo. he pointed the gun at him and raged...but in the end he couldn't pull the trigger. Flamingo even laughed at him for it. THEN Flamingo killed the rookie female black cop. Gordon blamed himself.
now fast forward to Galavan laying there. Gordon is in the same spot. if he let's that POS live who might he kill next. pow.
