Date a girl with small tits for long enough and if she's not happy with them, she'll let you know at some point. It may be in a joking manner but she'll absolutely give you a clear opening.
Gotta read the room on this one. If it's an idea that's not gonna blow up in your face, she'll make it fairly obvious. My wife (then girlfriend) did it twice, once talking about how birth control would make her boobs bigger and the other joking about signing up for a radio contest for a free boob job.
You push that one without a queue, you're gonna have a bad time. Patience - they'll make it clear if it's something they're interested in. Girls with small cans are aware they have small cans. They either want more there or they don't. You ain't likely to give them any ideas they dont already have or haven't already dispelled.
